Abstract EN

The contract is a main tool for the state and its various units for the establishment, management and exploitation of public utilities, the latter has to keep pace with the development of those needs due to the development of lifestyles and the increase in the population as well, therefore, the legal framework that governs state contracts is an essential and pivotal part in the framework of good financial management of these facilities and work on their continuous development to the extent commensurate with the size of the development of society in its population and changing its needs imposed by the developments of human society in its various dimensions.

The Algerian experience in this field can be taken as a model to determine the size of the direct relationship between the quality of legislation and regulations that govern state contracts and governance in the financial and development field.

For this reason, the Algerian legal system for state contracts will be a focus for studying this relationship, which expresses the impact of the shortcomings known to legislation State contracts on development and rationalization of public money spending.
