The Algerian legislature, through framing a prominent set of legal and regulatory measures, sought to establish ethical standards and principles in public administrations and institutions, considering them a crucial element in the management and administration of public affairs, especially at the local level.

However, the reality of regional groups shows a number of challenges at the organic and functional level, as most of their employees and elected members are not morally qualified to deal with citizens or the problems they encounter in performing their duties often cause a decline in confidence.

Citizens in local administration as a result of the continuous confiscation of their legitimate rights, and in extreme cases this situation has led to an increase in corruption rates, especially since the latter is directly affected by the behavior of employees and the degree of adoption of ethical management standards in the conduct of development programs and the provision of public service.
