Failure to follow these procedures or neglect them creates many conflicts in which the administration may cause as well as thecause of them may be the citizen himself In spite of the existence of a set of legal tools aimed at solving these problems in one hand and protecting the rights of people from the attacks that might be its target on the other hand, the lack of clarity of these tools and legal instruments and the fact of its non application, created several issues revealed by reality On which views were disputed, these issues were related to the process of real estate documentation, which had to be searched to find solutions, especially as this would be reflected directly on the stability of property in the future.
