The provisions of Law n0 08-09, which contain the Civil and Administrative Procedure Act, focus primarily on finding procedural alternatives in civil proceedings, in order to reduce the burden of overcrowding of cases, length of litigation and speed up the work of the civil judiciary.

The mediation aims to reconcile the opposing parties through the judicial intermediary, who performs his function under the authority and supervision of the competent judge in order to reach a solution that satisfies both parties, which moves them from difficult litigation to the ease of consent, culminating in an agreement that will have executive power after ratification by the court.
