Le contrôle administratif des délégations de services publics : étude comparative entre la France et l'algérie

Abstract EN

This study aims to identify the most important weaknesses and strengths of the Algerian legal arsenal in the administrative auditing of public service’s delegations through comparing with means of administrative auditing with prohibits the French legislator in practice.

It aims also to search for the most important ways and manners that improves the control over the administrative contracts related to public services, in order to guarantee those desired results, and especially to guarantee needed financial resources to establish success in its management, its genuine services given and the cost effectiveness.

For these reasons, this study included many types of administrative auditing that controls the public services delegations in France and in Algeria, a comparison should be done between what existing in both countries, starting with studding the quasiadministrative control imposed on this type of contract, then returning back to the administrative control imposed on authority that gives the delegation, and finishing by that imposed on the person who benefited from the public service delegation.
