Abstract EN

The Twenty- First century had seen a great revolution in information and communication technologies which exceeded all the expectations and caused political, economic, and social change.

Thus, the societies in this century because more reliant on information in a great way until was named " information society".

Some of the information society's characteristic are its dependent on information which is considered as the main foundation and primary source in decision making and development in every field.

Therefore, whoever, possesses the information in our era will have the power and control.

Based on this premise, an information gap had appeared between two different groups.

The unfair distribution of information was the core of this information gap.

The First group, representing the developed, industrial countries, seized on the production, promoting, investing and controlling the information, and on the other hand, a second group had appeared which became an information consumer, a wide market, and experiment fields for the developed countries.

This second group is represented by the third world countries.

This information gap did not occur suddenly.

On the contrary, it was result of different factors and reasons.

Here, we will try to study the importance of the information and its role in the scientific research, the countries' expenditure percentage of its national income on researches and scientific development, the scientific hindrances in Arab world including Iraqi Kurdistan Region, and ways to resolve these hindrances.
