Abstract EN

The purpose of this paper is to study the impact of general quarantine measures, which included disrupting and restricting freedom of assembly and collective contact to limit the Covid-19 pandemic.

There is an acute public health crisis that has forced the government to restrict basic rights and freedoms, including suspending the holding of collective prayers.

The justification was to preserve public health and safety, as gathering in public places constitutes a danger and a reason for the spread of the virus.

The paper also discusses the exceptional nature of these measures and their compatibility with the conditions and standards enshrined in the International Covenant on Civil and Political Rights.

Adherence to them will guarantee and protect fundamental rights and freedoms under the rule of law
