The consensual method in public deals is distinguished from the request for proposals method by the flexibility of its procedures, where by it gives the contracting administration the discretionary authority to allocate a deal to a single contracting dealer after direct agreement, through negotiations, , and it also appears that the legislator permits for the contracting authority to resort to this procedure in concluding deals in the framework of preventing and combating the spread of the novel coronavirus (covid 19) epidemic
