Reaffirming the great importance of the reservation to treaties in the international relations, the United Nations General Assembly on 16 December 2013 adopted Resolution 68/111, welcoming the success of the adoption of the "guide to practice on reservations to treaties" and encouraged its dissemination as widely as possible.

This guide contains 179 guidelines with commentaries on more than 800 pages in its Arabic version, which was adopted by the International Law Commission at its 63rd session- 2011- after a long study and extensive discussions of nearly two decades.

As his name indicates, the purpose of the Guide is to provide assistance to practitioners of international law, who are often face with problems related to the application of the regime of reservation to treaties governed by the three Vienna Conventions of 1969, 1978 and 1986, which still have gaps and unclear in light of the remarkable development of international practice.
