Abstract EN

Achieving local development necessitates realizing the needs of society from the bottom up, which imposes giving municipalities a greater margin of independence in planning and implementing development projects, as they are the most capable organizations to understand the development needs of the population.

However, the local development model which is imposed by the central authority reflects negatively on the municipality's role and leads to obstruct the efforts of the municipal elected officials in advancing the development process as a whole.

According to this context, we try to examine the effects of the political and administrative orientation of a centralized nature that governs the relationship of the central authority with the municipalities, and which marginalizes, directly and indirectly, their role in achieving local development, especially through central planning and implementation.
