The city directive law stipulated the contribution of investors and economic dealers within the framework of the city's policy, especially in the field of real estate promotion, development of the urban economy and the competitiveness of regions, therefore, the availability of a number of conditions that help in the activity of this sector and activate its performance in economic life and thus the partnership between the public sector is embodied.

The private in the field of reconstruction and preparation through the city development contract under the public institutions for preparation that are considered industrial and commercial institutions that facilitate the complex work of major projects while ensuring the coordination and management of these projects by establishing services and facilities and building residential complexes with the need to take into account the environmental dimension in implementing development projects, because preserving the environment is one of the most important requirements of sustainable development.
