This study aimed to show the role of the principle of universal jurisdiction in the deterrence of crimes on the high seas, starting from the dilemma in which it finds itself: How can the principle of universal jurisdiction deal with crimes committed on the high seas? Through this research, we find that although the principle of universal jurisdiction has been able to deter crimes on the high seas, many crimes have gone unpunished despite the international obligation to prosecute their perpetrators.

To various procedures such as the right of visit and inspection and the active pursuit of the vessel suspected of having committed the crime, this principle is not applied in the same way everywhere, and the scope which is specified varies from country to country.
