سعت وزارة الشؤون الدينية و الأوقاف إلى ضبط حصيلة الزكاة و توزيعها بإنشاء صندوق الزكاة؛ يهدف إلى تحقيق الترقية الاجتماعية و الاقتصادية من خلال تبني فكرة منح القرض الحسن لتمويل المشاريع الصغيرة، و التي عرفت تحديات في تجسيدها و جدال حول شرعيتها.
من جهة، بينت المعاينة الميدانية لمديرية الشؤون الدينية بسيدي بلعباس تركيز الصندوق على النشاط الاجتماعي بزيادة الحصص الاستهلاكية لفائدة المحتاجين بدل دعم النشاط الاقتصادي
Abstract EN
The Ministry of Religious Affairs and Endowments sought to control the proceeds of Zakat and its distribution by establishing the Zakat Fund; It aims to achieve social and economic promotion by adopting the idea of granting the good loan to finance small projects, which have known challenges in their embodiment and controversy over their legitimacy.
On the one hand, the field inspection of the Directorate of Religious Affairs in Sidi Bel Abbes showed the fund's focus on social activity by increasing consumption quotas for the benefit of the needy instead of supporting economic activity.

Le ministère des Affaires religieuses et des Dotations a cherché à contrôler le produit de la Zakat et sa distribution en créant le Fonds de la Zakat ; Il vise à réaliser une promotion sociale et économique en adoptant l'idée d'octroyer le bon prêt pour financer de petits projets, qui ont connu des défis dans leur incarnation et des controverses sur leur légitimité.
D'une part, l'inspection de terrain de la Direction des affaires religieuses à Sidi Bel Abbès a montré l'accent mis par le fonds sur l'activité sociale en augmentant les quotas de consommation au profit des nécessiteux au lieu de soutenir l'activité économique
