Despite the divergence between terrorist groups and transnational organized crime networks in their composition, organization, objectives and methods, they may have recourse to each other, allies on a basis of interest, in the pursuit of their objectives.

While the criminal behavior of terrorism is based on intimidation to achieve essentially political objectives, the purpose of organized crime is to generate profit and obtain, directly or indirectly, a financial or other material advantage.

To achieve these goals, each seeks to take advantage of other elements of expertise and the means of committing the crime.
