The study aims to study the effect of expansion and change in the environment of Sudanese public universities on the efficiency and effectiveness of their financial resources, and the study relied on the descriptive and analytical approach to arrive at results that serve its objectives, representing the study population in Sudanese public universities and a random stratified sample was chosen from it, to test the validity of the study hypothesis.

descriptive and analytical methods and the statistical package (SPSS) to measure the relationship between the study variables by applying some measures such as the kai square test.

the study main important results, the public universities depend entirely or mostly entirely on government funding.

most Sudanese universities not able to establish partnerships with the public and private sectors, the increase of new universities was at the expense of the resources of the existing universities, the academic specializations and scientific departments in universities are characterized by similarity and that their establishment is not based on developmental, societal and financial feasibility studies.
