Abstract EN

Many Muslims wonder about the standard that answers their questions and helps them choose a competent ruler and representative who is able to take care of their interests in accordance with Islam and preserve the interests of their lives.

Therefore, this research seeks to answer this question in order to identify references that can be applied in contemporary life in order to give political legitimacy to the ruler or elected institutions and representative people.

The research took an inductive, analytical and critical method.

The research included an introduction, a conclusion, and three chapters.

The first is the efficiency of the political system, the second is the efficiency of the political program, and the third is the efficiency of the elected people.

As a result of the research, it is required for efficiency of political system respecting of Sharia sovereignty and authority of nation, and for efficiency of political program the compatibility with Islamic principles and purposes of Sharia, and for efficiency of people: Islam, justice, legal age, physical competence, experience and performance efficiency.
