The land survey encountered difficulties and obstacles mainly related to the ence of rights holders during the investigation, as well as the difficulty of determining the actual owners or owners of some real estate subject to the general land survey, The Central Administration, through Instructions 2421 and 4628 dated May 03, 2003 and September 4, 2004 respectively, set a procedure that allowed a considerable number of these properties to be settled, however, this procedure did not achieve the desired goals due to the doubled increase over the years in the number of property groups registered in the anonymous account, which led to the establishment of a procedure aimed at registering properties belonging to private properties in an account called: «unclaimed real estate» and the legal settlement of the real estate registered in this account takes place according to the methods specified under Article 89 of the 2018 Finance Law.
