شهدت الدولة العراقية عملية تغيير للنظام السياسي منذ العام 2003 ، و كان لا بد من الانتقال من النظام الشمولي إلى النظام الديمقراطي، و تطلب ذلك وجود آليات سياسية و دستورية لذلك، و هو أمر ليس باليسير في مجتمع يعاني من مشكلات مرتبطة بطبيعة المجتمع العراقي و التركيبة الاجتماعية و الثقافية السياسية، يهدف البحث إلى دراسة المتغيرات الداخلية المؤثرة في النظام السياسي و هي الدستور و الهوية الوطنية و الفيدرالية و الأحزاب السياسية و توصل البحث إلى أن العراق يمر بأزمات سياسية، إذ ما زال الدستور العراقي الدائم لعام 2005، يحمل إشكاليات متعددة أهمها العلاقة بين المركز و الإقليم مع وجود المحاصصة و التوافقية و هما الأساس في فشل صنع قرار سياسي عراقي فاعل، و عدم وجود عقد سياسي و اجتماعي واضح، مع وجود فوضى الأحزاب السياسية و هيمنة الكتل الكبيرة على صنع القرار مما أدى إلى تهميش الأقليات و ضياع حقوقها.
Abstract EN
The research aims to study the internal variables affecting the political system, namely the constitution, national and federal identity, and political parties.
The research concluded that Iraq is going through severe political crises, which are : 1.The permanent Iraqi constitution of 2005 still carries multiple problems, the most important of which is the relationship between the center and the region, with the existence of quotas and consensus, and they are the basis for the failure of effective Iraqi political decision-making, and the absence of a social contract 2.The existence of chaos of political parties and the domination of large blocs in decision-making, which led to the marginalization of minorities and the loss of their rights.
