The participation is a prerequisite for democratic governance, and according to the traditional concept, the popular participation was linked to forms of political activity and political decision-making This concept did not give importance to the participation of citizens in public administration, especially in the field of public services and in improving the quality of performance at the level of state institutions which directly affect policy development and implementation and are an integral part of democratic governance; Therefore this paper will focus on a study of the democratization of public services through the dedication of public participation in the public administration of state facilities in order to improve their performance on the one hand and enhance confidence between the citizen and the government on the other hand.
