The Turkish foreign policy has identified a set of goals on the regular and strategic levels, relying on smart power, especially in its hard part, which the foreign policy theorists have engineered, due to the insufficiency of the flexible force alone is sufficient to achieve it in light of the total transformations that affected the regional environment.

But this excessive involvement in defending Turkish interests provoked many reactions by most regional and international actors, who considered them a threat to their interests, which constituted a limitation on the role of the Turkish actor on the regional and international arenas.
