This study aims to find out the reason for the decline in the access rate to a permanent position within economic institutions and public administrations, therefore the Algerian state worked to establish bodies seeking to provide jobs and accompany the young hero in his search for a permanent job, we targeted the National Employment Agency in M'sila, a place to study.

it was concluded that this agency has an active role in creating permanent jobs and accompanying the unemployed youth by directing him to the goal of benefiting from a permanent job position through mechanisms and programs developed such as +PROFAS C, PASEA these projects are part of the partnership signed between the Algerian and French governments, the Algerian and French parties wish to reinforce cooperation activities that contribute to developing the capacity of the Algerian administration by strengthening ties between institutions, encouraging them to exchange skills and transfer experiences, it also aims to improve the quality
