The civil war that took place in Syria in 2011 has forced many Syrians to flee to Turkey to seek asylum.

Turkish legislation faced a vacuum regarding the legal status of these people during the period of mass displacement of Syrians on the Turkish border.

The legal status of these people was not defined so that the Turkish state could grant them protection.

The need arising from these events elevated the Turkish authorities to fill this legislative gap by issuing regulation No.

6458 related to foreigners and international protection, as Article 91/2 provided for the establishment of a temporary protection regulation issued on 10/13/2014 granting displaced Syrians "temporarily protected".

This study aims to shed light on the various provisions included in the temporary protection regulation in the context of providing the necessary protection for foreigners who had to leave their countries and could not return to them due to the events that took place outside Europe and those who came to Turkey for protection.
