The definition of aggression remained a complex issue for a period of time, due to the conflicting interests of states, between those who wanted to leave for themselves a margin of dominance, even if they were armed, and others who wanted to protect their lands and political independence.

Reaching a definition of the crime of aggression in 1974 was a major achievement, the Statute of the International Criminal Court provided this definition, but the conflict of interests played a role in making this definition characterized by generality and lacking the required accuracy that would enable judges to describe an act as a crime of aggression, which necessitated assigning this task to the Security Council, and this despite the jurisprudence of scholars in developing definitions that help define the exact crime of aggression.
