Abstract EN

It appears by the recent amendment of 2020 of the last constitution, in particular article 75 that the constitutional founder aims to promote scientific research based on liberating academic rights and scientific research rights for the benefit of the sustainable development of the nation.

This is because the recognition of these freedoms is at the origin and following the promotion of public rights and freedoms in general provided by the constitutional founder in order to broaden the human aspect above all, and according to international conventions.

in this regard.

Thus the increase to be provided for different freedoms in accordance with the social contract binding the governor and the governed in order to strengthen its legitimacy more and more.

This is not limited to this point, the most important is the contribution to the development of higher education activities and scientific research, as well as to the promotion of national development in these different dimensions to achieve the needs of a good governance for this Algerian constitutional system.
