Participatory democracy allows citizens to participate effectively in the decision making process from various mechanisms that enable them to participate.

Linking this type of democracy to ICTs represented in the internet and the different media and programs permits to enhance and promote development at the level of high plains region through enforcing the action of participation in public affairs among local inhabitants.

In general, this digital technology is a means that works on promoting democracy by imposing more political transparency and clarity in the democratic scene, and widens the scope of public participation through the empowerment of citizens who are not allowed by traditional participation to contribute to decision making especially in areas as high plains, it remains just the preparation of necessary conditions in both aspects: technically and legislative.
