Transport is backbone of the circulation of wealth, so the exchanges that spread in society cannot be accomplished without the need in many cases to move things from one place to another, the principle is that most of the transport operations are carried out by transporting goods from inside the country to abroad; or vice versa from abroad to the interior.

The carrier or its users may, during their transporting the goods or persons or both of them, commit acts that constitute a crime, and their criminal liability is arranged in view of the customs legislation although they are not involved in fraud, which constitutes a violation of the constitutional rights of the individual.
