There is no doubt that the phenomenon of drug addiction has become a pathological and abnormal phenomenon in all societies, and its severity has become increasing from one stage to another, and Algeria is one of the countries that knew the spread of this pathological phenomenon in all circles of society.

Despite the efforts made and continuing to address this phenomenon byproviding the necessary tools and mechanisms to deal with this dilemma and preventing its spread and expansion, the ability to control it was not to the extent required and appropriate.
