The Grand Vizier in the Ottoman Empire is the Grand minister or prime-minister, and is the highest position under the sultan who possesses olute power, and he who bears the seal of the sultanate, and the authority to appoint and dismiss him is the right of the sultan only.

The sessions of the ministers in the Ottoman Empire were held by his order for the purpose of discusing the affairs of the state, and they met in the Sublime Gate Palace, which is the Topkapi Palace.

Also in the Sublime Gate there are all the ministries' offices with the Grand Vizier.

The title of the Grand Vizier was used during the early stages of the Ottoman Empire, and the first to be called the Grand Vizier was the Minister Khalil Pasha Shinderli the Great, Minister of Sultan Murad I.

The purpose of this new title is to distinguish the bearer of the Royal Seal from other ministers; Then the new title “Sadr Azam” gradually began to replace the old title, “Vizier greatest, ” albeit with the same meaning and rank.
