Various calls sought to held an international conference to focus on biodiversity.

Therefore, the United Nations program for Ecology called in 1988 for the necessity to held an international treaty on biodiversity.

In 1989, a specialized team began working on the preparation of the Convention and this team continued its work.

It was called the Intergovernmental Negotiating Committee, and its adoption was announced in 1992 at the Nairobi Conference.

The signing of the Agreement was subsequently announced at the Rio de Janeiro Earth Summit on June 5, 1992 and came into force on December 29, 1993.

A number of 193 members joined the agreement.

The general aim of the treaty was "Promoting practices that lead to a sustainable future".

Although Iraq's accession to this convention was late, as it was only in 2009 that it made efforts to make progress in biodiversity by launching the National Strategy for Biodiversity, declaring Iraq's strong commitment to the implementation of national plans, which included that with the coming of 2050, knowledge and public awareness of the importance of biodiversity and the sustainable use of natural resources would be spread for a better life for present and future generations.

The National Strategy for Biodiversity comprised (23) national goals and (35) operational plans that focused on the management of reserves, the mobilization of financial resources, control of alien and invasive species, the rehabilitation of degraded lands, and the reduction of habitat loss.
