Algerian institutions are now seeking to overcome the challenges of computerizing their management systems and keeping abreast of developments.

This can only be done by providing a set of requirements.

IT management of data is a process development and modern interactive communication that works to link the different institutions and organizations.

This process needs specific material and human resources.

The lack of these makes the process of IT data management unable to provide the expected virtues of its such application; data transfer speed and accuracy.

This study attempts to shed light on the basic requirements for the application of IT management and identify the most important stages of its introduction into the activity of institutions and finally, to highlight the difficulties of this process as a whole.
