Abstract EN

This research aims to define and know the concept of administrative grievance and its types in Qatari and Moroccan legislation.

The researcher used the descriptive, analytical and comparative approach to achieve the purpose of the research, and it was divided into two topics: The first: defining grievance and distinguishing it from similar concepts, while the second is types of administrative grievance; An administrative grievance may be loyal, and it may be presidential, mandatory, or optional, and in order to produce its legal effects, it must be submitted in the name of the complainant, after the appealed decision has been issued and becomes final, and before the case is filed to the competent administrative authority, provided that it is feasible and clear.

Its importance in reducing the burden on the judiciary appears in reducing and ending judicial disputes in their early stages without resorting to the judiciary.

Administrative grievance is one of the non-judicial means through which administrative justice can be achieved.
