The administrative Judge Is distinguished from the civil Judge.
Due the nature of the proceeding, including administrative nature, of the lack of balance between corners.
Which requires positive intervention from the judge, in order the help the applicant, and ask the administration to provide the necessary elements in the case.

Les parties peuvent recourir à tous les moyens de preuve, prévus par la loi de procédure et code civil.
Vue que les contentieux administratifs sont fondés sur l’inégalité entre les parties, le juge administratif jouit d’une spécificité qui le distingue du juge civil.
Chose qui nécessite une intervention positive, afin d’aider le demandeur, et demander à l’administration de fournir les éléments nécessaires dans le procès.
