The local organization cannot excel in the local community if it does not excel in front of itself in its organizational environment, and the way to do that is to spread the culture of quality in the organization in order to overcome negative trends, hindering development, change, enhancing creativity, and introducing quality standards into work.

From that for us as a current study to agree on the importance, role, and relationship of excellence with quality through a positive, interactive relationship created by comprehensive quality mechanisms in the administrative and social roles of the local administration in which it invests to achieve qualitative excellence in the local community.

This is the theoretical perception that the current study holds about the local administration's reliance on comprehensive quality mechanisms to achieve qualitative excellence in the local community, which was framed by a field vision from the administrative bodies of the state of Jijel, and concluded that the work of its administrative bodies according to the strategic dimension is inevitable because all the functions of the state It must be a strategy in order to achieve administrative and social excellence.

On this basis, the strategic structure of the state administration is assumed to be associated with quality variables that help worthy actors with a positive willingness to serve the administration in their endeavors for this qualitative excellence in the local community.
