Local development is a concept adopted by the thought of development after the deficiency of development in its national dimension, since development is based on central planning has produced structural imbalances.

the responsibilities of local development have been entrusted by a set of official and unofficial actors at the local level, in particular as the basic unit of basic territorial decentralization, and the space of confluence of all the wills of the local inhabitants.

through this research paper, we made an assessment of the reality of local development in Algeria, giving a description of the most important aspects of this development, and the evaluation of the most important tools to enable the municipality to carry out its role to the fullest, and concluded that local development in Algeria has not achieved the expected results, given the lack of tools granted to municipalities, in addition to the weakness the principle of participation as one of the most important foundations of local development.
