This study seeks to shed light on the mechanism of countermeasures, which is one of the reasons leading to exemption from international responsibility.

These measures are enshrined in the international law of the injured state vis-à-vis the state responsible for committing an unlawful international act.

These measures are temporary measures that are intended not as punishment.

Rather, urging the state to fulfill its obligations, just as a non-injured state can perform them when the breach affects the international community as a whole, that is, in the event of a breach of the peremptory norms of the international community.
