The study aims to identify the first reform measures undertaken by the Algerian state as an essential step for economic and financial reform, and this is by adopting Law No.

90-10 issued on 14April 1990 related to cash and credit.

(Bank of Algeria), and it gave more freedom to the banks in exercising their basic functions.

However, this law has been subject to many amendments in response to the requirements of economic and financial conditions, and the study concluded that one of the most important reasons for the amendments to the Monetary and Loan Law is to overcome the gaps and shortcomings of the previous law in addition to creating a new and effective relationship between the components of the banking system on the one hand, and between economic institutions on the one hand.
