Where the strategy of adopting risk capital (investment capital) is the best solution to activate the desire of the dynamic category of the emerging enterprise sector and it is the product that can finance critical stages of innovative institutions far from the rules of leveraged financing and the rules of equity financing (the stock exchange), and this mediation has recently contributed to The development of economic institutions in many areas and is taking considerable hardship in industrialized countries and developing countries in transition.

In this context, a pattern of financing these innovative ideas emerged in the economic literature called "capital-risque", which has met with success in many industrialized and developing countries.

The experiences of these countries indicate that there are a number of requirements for this type of financing.
