Research in of human Resources Management show that the goal of every organization is to promote its administrative work.

Thus, focusing on the worker’s need and interests is the basis for increasing his motivation to work.

Our present study aims at finding out whether there exist differences, at a relative level of importance, in the needs introduced in Clinton’s theory.

These needs are of great significance in motivating administrative workers at the level of national institutions.

In order to undertake this work, we have designed a questionnaire for a random sample which consists of a three-level administrators from some secondary schools of east Algeria And after analyzing the results, by using the SPSS program, we have come up with the conclusion that there exist no differences in Clinton’s needs.
