The regulation of the real estate ownership must be followed by stability and development in line with the economic reality of the Algerian state, embodying the policy directed at purifying real estate ownership within the framework of purifying the real estate container and eliminating chaos, especially reducing real estate disputes before the judiciary, for this reason, the Algerian legislator issued the order N°75- 74, which includes the preparation of a general land survey and the establishment of the real estate registry, as well as the two executive decrees N°76-62 and N°76-63, where he adopted the real estate registration system as an alternative to the personal month system in order to protect and develop the real estate.

In addition, the organized survey process for the same purpose did not achieve the desired goal, the scanning process faced many obstacles that contributed to the inability of the survey interests to determine the real estate owners, consequently, the survey workers faced the problem of ownership of these properties.
