The provision of housing is considered as one of the most important goals of the Algerian state's social policy.

Thus, several incentives have been decided for private real estate promoters to contribute to the realization of housing.

One of the most important of these incentives is the presentation of its own real estate properties as a base to contain residential projects.

The state has decided that the concession convertible into franchise is the way in which its private property is directed to real estate promotion projects of a commercial nature.

And this is unlike the framework decided by the state under Ordinance 08-04 which approves the concession as the only way to make use of real estate belonging to the private property of the state and this is to preserve it.

Here, Will the legal system of concession convertible into franchise attract private real estate promoters to implement real estate projects related to the realization of residential projects?
