The Crises and disasters are temporary phases that a State can go through, and crises differ from disasters within a political vision and converge in the content of the response, The aim of the study is to clarify the relationship between policy, disasters and crises, with a focus on problems that are largely linked to the behaviour of Governments.

The Government's response to the crisis and the public reactions to it thus form the basis of the relationship between policy, crisis and disaster, so that preventive management remains the best way to minimize the negative effects of crises and disasters at all levels.

The corruption of the crisis, government accountability, the crisis of legitimacy, precautionary measures and the duration of the crisis are all considerations that bet policy success in responding to the crisis or disaster and, in many cases, the future of the existing Government.
