تهدف الدراسة الى ابراز أهمية تكنولوجيا المعلومات و الاتصالات كأحد المحركات الرئيسية للنمو الاقتصادي، و هذا يعني اذا كانت الدول تسعى الى تعزيز نموها الاقتصادي فإنها تحتاج الى تنفيذ سياسات محددة تسهل الاستثمار في البني التحتية لـتكنولوجيا المعلومات و الاتصال بغرض بناء مجتمع المعلومات و منه الاقتصاد الرقمي، و تعد مؤشرات استخدام (ICT) في غاية الأهمية كونها تؤمن التغذية العكسية فيما يتعلق بوضع السياسات المستقبلية للتحول الرقمي و على هذا الأساس قمنا في هذه الدراسة بتحليل المؤشرات الخاصة بأداء الجزائر الخاص بالبنية التحتية لتكنولوجيا المعلومات و الاتصالات خلال الفترة 2007-2017 وهي بيانات صادرة من الاتحاد الدولي للاتصالات International Telecommunication Union و هذا لتقييم مساعيها للتحول الرقمي ثم القيام بالمقارنات بينها و بين بعض الدول المتقدمة و النامية و من ثم تحليل اتجاهات الفجوة الرقمية.
وقد توصلت الدراسة الى اهم التحديات و المتطلبات لتطوير البنية التحتية لتكنولوجيا المعلومات و الاتصالات للوصول الى الاقتصاد الرقمي
Abstract EN
The study aims to highlight the importance of information and communication technology(ICT) as one of the main drivers of economic growth, and this means that if countries seek to enhance their economic growth, they need to implement specific policies that facilitate investment in(ICT) infrastructure to build the information society, including the digital economy.
On this basis, we analyzed the indicators of Algeria's performance of information and communication technology infrastructure during the period 2007-2017, which are data issued by the ITU, and this is to assess its efforts to digital transformation and then make comparisons between it and some developed and developing countries, and then analyze the trends of the digital divide.
The study found the most important challenges and requirements for the development (ICT) infrastructure to reach the digital economy.
