The question of who is responsible for international humanitarian law is of paramount importance, especially in times of conflict and war, whether these conflicts are internal or external.
The Geneva Conventions and the Protocols thereto are the main source of legal identification for those persons who do not fall outside the categories of chief combatants and non-combatants.
Combatants means persons who are entitled under the rules of international law to engage in hostilities and are therefore the only ones whose hostilities may be directed against them, making them the only ones allowed to be killed if wounded or captured, in accordance with restrictions established by the law governing combat operations.
[1] Non-combatants: They are persons who are not entitled to engage in hostilities and for which the enemy is prohibited from directly engaging in hostilities against them and is committed to respect their life and properties as long as they stand in a negative position and do not bring hostile acts against the enemy forces or their efforts against the enemy forces.
