Abstract EN

Performance measurement is the mechanism to evaluate the progress of an organization toward its organizational target and objectives.

The concept of organizational Quality performance, and quality culture consider the basics for all measurements systems applications and the true value for performance indicators.

There was a growing interest in performance measurement in government and private sectors in the last few years, because it gives them a clear picture on the engagement percentage between the current performance and the organizational objectives.

Also its consider a strategic approach to increase organization performance and effectiveness by developing employees and teamwork productivity and link their objectives with the organization strategic objectives.

The researcher objective in this research is to attract the attention of the Kuwaiti organization in all sectors to Total quality management approach, and to assist them to consider it as a new culture for their businesses plans and strategies.

And to give a clear description of the Total quality management culture in Kuwaiti organizations in relation to continues improvement factor and its component to clarify their culture suitability for adopting Total quality management approach.

The study finds that this factor is a negative in the organization culture, and its impact PAAET management respond to the new management concepts, which affect continues improvement planning, and PAAET management are far away from thinking of adopting quality culture for the organization.

Also, the study had other findings and recommendations.
