Objective: the major aim of the study is to know the readiness of primary school administrations in the State of Kuwait to implement the early intervention system for students with special needs and to know whether there are statistically significant differences between the perceptions of the study sample members.

Methodology data and study sample: : The descriptive-analytical method was used in this study, and the questionnaire as the tool, and sample of 481 school principals and assistants was selected using the random sampling method.

Results: The study found that the perceptions of the study sample in the five axes of the scale were weak.

The least variable understood the response to the intervention model, followed by leadership skills.

There is a significant difference among some variables, such as between regions for Mubarak Al-Kabeer, and the job between school principals and assistants was a favor for assistants.

The regression model resulted in two statistically significant variables: understanding the response to the intervention model and leadership skills.

Conclusion: It is recommended that spreading awareness of the concepts of early intervention, providing intensive training courses to teachers and principals to implement the early intervention, and enacting laws that support the application of the early intervention are essential.
