The study aimed to identify the obstacles to educational planning as the directors and directors of public education schools in the city of Kufra, Libya realize them, and in order to achieve the aim of the research, the researcher used the descriptive approach, and relied on the questionnaire in an effort to achieve its goal, and designed a questionnaire consisting of 19 Items covering the various aspects of educational planning obstacles and was applied The questionnaire was based on 30 directors and directors of public education schools in the city of Kufra, and the data were subjected to statistical analysis using frequencies, percentages, averages, standard deviations, and the Mann-Whitney and Kruskal-Wallis test for the indication of the differences.

The researcher reached many results, including that all the obstacles were largely achieved and there were no related differences.
