Abstract EN

The importance of this study lies in its objective demands to activate the role played by international practice in its customary modification of the conduct rules and competence of the United Nations General Assembly and its International Security Council, especially in light of the United Nations Charter restriction to the rules of amending it with the approval of the members who enjoy the right of veto to vote on substantive issues.

This study called for the necessity of activating the various international practices related to the rules of convening the General Assembly of the United Nations outside its headquarters, and those related to the Union decision for Peace, whose repeated applications are consistent with the international custom rules, and the prosecution theory principles which were decided mainly in the interest of the United Nations Members, especially in light of collective security concept transformation under the new world order to manage international chaos.

On the other hand, this study called for the necessity of activating the various international practices in their amending, interpreting, or supplementing the text of Articles 24 and 27 of the United Nations Charter.
