After the spread of the global human rights culture that called for the necessity to devote and strengthen the protection of the rights of certain groups - such as consumers -, countries have paid attention to these rights individually or collectively in the form of federations such as the African Union, which has been affected by this global human rights climate and responded to such requirements.

So, it called for preparing a joint position on biotechnology in order to study or submit reports on the impact of vital technological development on the economy of the countries of the Union.

Where the so-called African High Committee on Biotechnology was established to provide opinions and reports on what these developments may affect the economy in order to try to find solutions to avoid their disadvantages and ways to exploit and benefit from them in various fields such as improving productivity in agriculture, public health, industry and the environment.
