شهدت المنطقة العربية بعد 2011 موجة من الاحتجاجات العارمة و الحراكات القوية، المطالبة بإحداث تغييرات جذرية في أنظمة الحكم السائدة عرفت ب ''الربيع العربي''، حيث كانت تونس نقطة الانطلاق لتتوسع إلى العديد من دول المنطقة العربية مشرقا ( سوريا، اليمن، مصر، البحرين.

إلخ)، و مغربا مثل ليبيا.
هذه الأحداث كان لها صدى في باقي الدول المغاربية بعد تونس- ليبيا، الجزائر و المغرب-، و التي وجدت نفسها أمام معضلة تتجلى في ضرورة الإسراع في إحداث و تعزيز الإصلاحات الديمقراطية السائدة، مثل لرفع حالة الطواريء، و تعزيز الفصل بين السلطات، و دعم حرية التعبير وفق ما تقتضيه عملية الدمقرطة، و من جهة أخرى ضرورة الحفاظ على الأمن القومي و كيان الدولة و مؤسساتها، خاصة في ظل البيئة الدولية المجسدة لسعي القوى الغربية العظمى المهيمنة على بسط نفوذها و تقويض سيادة تلك الدول، و التدخل المباشر كما حدث في ليبيا.
اشكالية هذه الدراسة تتلخص في عملية الموازنة و ضبط الأولويات بين المتغيرين: ''الدمقرطة'' و ''الأمن القومي'' التي فرضت نفسها على الدول المغاربية لتفادي و تجنب الانزلاقات و المسالك التي وقعت فيها أهم دول المشرق العربي بالأخص مصر و سوريا
Abstract EN
Since 2011, the Arab region has witnessed a set of uprisings that led to the demise of long-lasting authoritative political regimes in Tunisia, Libya, Yemen, and Egypt.
The outbreak of these uprisings, also known as “the Arab Spring Revolutions, ” prompted the Maghreb states, particularly Algeria and Morocco, to quickly start a campaign of political and democratic reforms, including, among others, enhancing the separation of powers, supporting freedom of speech and expression, lifting the state of emergency, and initiating a comprehensive societal dialogue.
These reforms primarily aimed at preventing the occurrence of similar protest campaigns within their societies, and, hence, protecting national security and state institutions in light of the western powers' increasing orientation to interfere, directly or indirectly, in the internal affairs of these Maghreb states and expand their influence at the expanse of national sovereignty and interests.
A fact that was plainly evidenced by the western multifaceted intervention in Libya since 2011.
This article seeks to examine the relationship between two important variables that have been interacting in the region since 2011, which are national security and democratization process that have colluded sometimes and collided in others.
Accordingly, the aspired direction of this region (national security, economic prosperity, democracy, social justice, and societal coherence), this article argue, is determined by the positive balance between these two significant variables.
