Abstract EN

Establishing Saudi Agriculture Bank to be considered as a basie tool for agriculture policy implementation.

Developing that bank to be fit for achieving its goals and increase its efficiency requires a restructure the whole system with a new name.

Agriculture Development Fund (ADF) in 2009.This study stresses on the efficicncy estimation آه ADF employees, based on Malmquist Froductivity Index (MPI), which includes two main components, one measures effieiency changes, and the other measures technical changes.

The study used the ADF employee wages , number and values of agriculture loans for the study period ( 2000-2007) among 13 ADF branches.

The study results shows that The highest mpi at Gazan branch, while the lowest MPI were at Taifand Madena branches.

The differences ofMPI components, explain the ADF productivity improvement which is based mainly on the employee efficiency and technical changes as results of attracting more efficient employees and offering training courses.

In addition to improving work environment, computer use, establishing information bank , and offering a eommunication net among ADF branches.

The relative weight of ADF branches, based on number and values of loans to its total values, has explained the differences in MPI estimation.

This result shows that weighted MPI of labor force ( ADF employees) was under estimated compared to un-weighted MPI.

The study recommends the policy maker to redistribute ADF employees among ADF branches, based on MPI, and improve the technology applied at ADF branches, based on MPI.

The training programs need to be modified to increase the employees efficiencies to fit its job requirements, including the use of high technology tools at office.
